Homeless Prevention and Rapid Re-Housing

RMDC currently receives American Recovery and Reinvestment Act (ARRA) funding to help individuals and families facing sudden financial crisis that could lead to homelessness.

HPRP funds may be used for short- and medium-term rental assistance, utility assistance and services to (a) prevent individuals and families from becoming homeless or (b) help those who are experiencing homelessness to be rehoused and stabilized.

HPRP does not provide long-term support for individuals and families. It cannot help with mortgage assistance to homeowners facing foreclosure.

Specifically,

  • Applicants must either be literally homeless (living in shelter, motel/hotel or place not meant for habitation) or be facing imminent eviction.
  • Applicants must be able to demonstrate that they have the resources to sustain their housing if RMDC provides short term assistance.
  • Applicant households must meet income and eligibility requirements as defined by HUD. Households must be at 50% of the Area Median Income or less.
  • Rent assistance is offered in order to prevent eviction or help with the deposit/first month’s rent. Individuals needing more than one month assistance are assessed on a case-by-case basis. RMDC works with other emergency service providers to ensure HPRP funds stretch as far as possible.
  • HPRP funds cannot be used for emergency hotel/motel vouchers except in very limited circumstances when a family has already been approved for assistance and has a lease agreement but is waiting to move in within two weeks.
  • HPRP funds can be used to pay utility deposits or arrearages. The applicant must show proof that there is back payment due.
  • HPRP funds can provide case management assistance to help stabilize families in their housing situation.
