Community Needs Assessment

Rocky Mountain Development Council, Inc. (Rocky) conducted the Comprehensive Community Needs Assessment (CCNA) to provide the organization with information about the population it targets for service. This community needs assessment (CNA) was conducted by JG Research and Evaluation (JGRE) in partnership with Rocky to inform Rocky of documented community needs in the three-county service area of Rocky in Montana. These counties include Broadwater, Jefferson, and Lewis and Clark. The results of this CNA will help ensure the agency’s services match the needs of people with low incomes and identify gaps in current services as the agency plans for future programs and community engagement. The CNA includes recommendations on how to develop or modify programs for individuals and families with low incomes in the community, especially in high-priority areas of need, including those needs that are growing.

Rocky encourages and welcomes community partners and other nonprofits to utilize the CCNA when evaluating their own programs and services.

Acknowledgements

Rocky would like to thank JG Research and Evaluation for conducting the 2025 Community Needs Assessment and creating this valuable document, which will help Rocky meet the needs of our communities.

We are very grateful to the community members who shared their voices through surveys and focus groups, as well as to the many partners who work alongside us every day. This year’s assessment highlights ongoing challenges in affordable housing, livable-wage employment, childcare, and access to mental health care. It also highlights ongoing needs in healthcare access and transportation, underscoring the crucial role of collaboration in addressing these issues.
